Health Rotorua Ltd (HRPHO) is a limited liability company with charitable status first incorporated in 2003.
It was substantially redeveloped in 2009 to enhance its focus on provision of strategically driven direction for the provision of
Primary Health Services in the Rotorua and Murupara districts.
HRPHO is owned by the Health Rotorua Charitable Trust (HRCT). The relationship between the two is defined by the Constitution of
HRPHO and the Statement of Corporate Intent. Of special relevance are the appointment of the board being:
- 3 Directors nominated by local Māori providers.
- 3 Clinical representatives (1 General Practitioner, 1 Practice nurse and 1 other nominated by HRCT)
- 1 Allied professional nominated by the Primary Care Advisory Network
- 1 community representative nominated by the Community Advisory Group
Health Rotorua PHO invites all organisations and persons
interested in providing services to meet the strategic health priorities of the
PHO to register an expression of interest with the PHO. The objective of the services is to
remove barriers to access to primary health care. There are seven key areas the PHO is interested
in addressing which are already supported by a variety of different contracts and funding streams.
The key areas are:
- Smoking
- Immunisation
- CVD/Diabetes
- Youth Health
- Mental Health
- Healthy Lifestyle
- Oral Health

If the PHO decides to progress with a Request for Proposal (RFP) process in your area(s) of interest, RFP documentation will be sent
to you at the address indicated in your e-mail. Not all areas may be progressed.
Health Rotorua has engaged an independent contractor to manage a process to assist with the selection of service providers
for those service areas which do proceed. The intent of the PHO is that agreements are in place to enable delivery of services
from 30 April 2012.
The RFP documentation will contain a description of the:
- Health service area
- Financial information
- Service objectives
- Evaluation criteria
